摘要:
调控一体化是电网发展趋势,这种电网管控新模式会带来潜在的风险。从调控一体化风险管控的目的出发,论述了调控一体化风险的主要内部和外部因素。利用因监视和操作事件或事故发生而造成损失的概率分布特征,提出了调控一体化管理风险值计算方法。针对各种调控一体化风险,给出了风险管控的措施。提出的调控一体化风险值计算方法及风险管控策略已经在东莞供电局推广应用,取得了良好的社会和经济效益。
Abstract:
The integration of regulation and control is the trend of power grid development, however, such new mode of power grid management may bring potential risks. The purpose of this paper is to manage and control the risk of integration, the main internal and external factors that affect the risk of integration are discussed. The probability distribution characteristics of the loss caused by monitoring and operating events or accidents are used to calculate the risk value of integrated management. In view of various risks in the integration of regulation and control, the measures of risk control are given. The proposed calculation method on the risk value of integrated regulation and the risk control strategy was applied in Dongguan Power Supply Bureau, good social and economic benefits have been achieved.
